Qin is the cunning overseer of the Fire Nation military's technology. He is the Fire Nation's War Minister. Despite his many failures, his technological expertise keeps him a valuable member of the Fire Lord's cabinet.

The cunning and inventive Qin oversees the creation of all the Fire Nation's war machines. Qin has been a Fire Nation emissary for years and has worked with the Mechanist to create destructive tanks and warships. He also has several secret weapons in the works in an effort to bring an end to the war. And now that he has possession of the mechanist's war balloon, the Fire Nation could soon control the skies, as well as the land.
For several years, War Minister Qin has been developing the massive drill used to attack Ba Sing Se. Since "The Drill", Qin has been working to make more war balloons as well as adapting the technology to create Fire Nation Airships. Despite being defeated twice by the Avatar, the War Minister is still a valuable part of the Fire Lord's cabinet due to the technological advancements he has brought to his country.
During the invasion at the Fire Nation capital, Qin was seen in the Fire Lord Ozai's bunker, where he came across with Aang, Toph and Sokka. As they prepare to attack, he gives them the directions to Ozai's chambers, which turned out to be Azula's chambers. When the eclipse ends, the fruition of the Fire Nation's engineering of the war balloon is revealed as massive airships appear and successfully bomb the invaders' submarines, preventing the majority of the strike force from escaping.
Qin's fate after the fall of Fire Lord Ozai is unknown.
