The Town Authority is the mayor of Fire Fountain City. He's easily cowed, coerced, or bribed, and does not think twice about working with Combustion Man.

He places a wanted poster for Toph (a.k.a. The Runaway) in the episode, The Runaway. When Sokka finds this poster, Katara and Toph come up with a plan. Katara turns in Toph to the police thinking that Toph will be put in jail, Katara will get the money, and Toph can Metalbend herself out. This is not how things go. Toph is put in a wooden cage. He turns in the girls to Combustion Man. The Town Authority then orders Katara in the same cage as Toph.
