Thats the later style, originally, fire was used simply as nature's heart beat (figuratively).
After the episode with the Sun firebending civilization, they tell us that the true nature of fire is actuall life. Hatred and anger are what make it dangerous. Otherwise, fire, when "in the right hands" can be fairly easy to control.
Or even in the wrong hands, fire only burns if one lets it. The only time (in all of avatar iirc) where fire is used carelessly is when Aang decided to have fun with it >__> (He was an idiot)
Every other fire bender had no problem keeping it in check, only burning loved ones if they chose to.

No, his intention was to capture the avatar [to be promoted,glorified,famous and obviously mark his name in history] and later extented that wish into wiping out the North WT, and later his idea emcompassed the moon spirit itself.
simply to 'burn things' is pointless, and probably more Ozai-ish, after Azula's advice [just take out their hope and burn everything etc].
Of course, he had control issues also, making him extremely hotheaded [pun?].
All bending is powerful and potentially deadly when used in the cool (also regarded as the wrong) way.
Is there an issue here, or just some general statement about fire safety? We all know to keep matches away from children and regularly change the batteries in our smoke detectors. Where's the question?

Like any element, it depends on what it's used for. A cook, for instance, will probably not end up harming many people while keeping the smoker and ovens stoked or heating a wok. Fire is dangerous, but it is not only life, but one of the most basic tools of human civilization. Without it, we chill in the dark of the night, we fall to wild beasts, and we frequently get sick from our own food, namely meat. With it, we tame the wildlands, keep the beasts in check, and we eat without fear of horrific diseases (mostly). Fire is the hearth, the torch, and the campfire as much as it is the wildfire, flaming arrows, and the fireball thrown in anger.
Because in the end it all comes down to the user of said skill.
Besides being an excellent bending skill, it is a great way of keeping some kind of food, mainly meats and such pure of contamination,etc and since early time people had an idea that fire was good for this.
It heats homes,a torch in the night,the tea, and the rice we want to eat.
What would be humanity [both here and on the Avatarverse] without the great gift of 燧人 (suiren)?? [the god that gave humans fire]
Just as the winds can rage in a hurricane or drift softly over the plains, earth can shake in fury or be the source of all things green, and water can drown thousands in a flood or hydrate thousands more, fire has aspects that help or harm. No element is inheritly harmless or hurful, both in nature or in the hands of benders.
