That, or completely overthrow the regime and replace it with something that's entirely her own without further consultation of anybody who might actually know a thing or two about it. Still, she's had a few good points to use over the years; she actually listens to people now.
Definitely. Noataks's Bloodbending wasn't an important part of Amon's character at all; what mattered was the planning, the plotting, the massive funding (thanks again, Hiroshi), and perhaps most importantly his ability to lead. Amon-not-Noatak would have had all the capabilities of Noatak, with the added zeal that he didn't have any dark secrets to hide. He would have been exactly what he claimed to be, an average man with a gift from the spirits. Whether that would have made him more confident and less likely to plan, I can't really say, but I doubt it. The revolution might even have been a success.
I don't know if he'd be as willing to take down the Avatar, though. Maybe if Wan Shi Tong gave him the powers, but otherwise, I don't think so.
