If surnames are given to important people, then I think the only reason Tenzin's family doesn't have one is because the culture that they are based off of, the Tibetans, do not usually have family names. Besides, in a world where this family is the last of its kind, they can just call themselves the Airbenders or the Descendants of Aang.
I think everyone but the Air Nomads and Southern Tribesman have surnames in the Avatar world. I theorize most of their last names are just really time-worn and posh, but no one really cares too much about them except the government and schools, probably.
While I think that Tenzin and his family don't really need surnames for various reasons, most of the new Airbenders would have come from the other nations. There could be a chance than some of the Earth Nation or Fire Nations ones could have surnames themselves and I'm not quite sure that they would abandon them.
A cavate to that could be the behavior of the air acolytes and whether or not a prerequisite was the complete abandonment of their parent culture.
First of all, of course Lin has a surname when she is related to Toph, so she has the exact same family name. Second of all, you just don't seem to understand! The need for family names is limited because there's only one character by that name, for each character, and plus it would be difficult for fans to memerize everyone's family name. Got it!?
