Aang has been in lots of combat, whereas Jinora not so much.
Before Aang was frozen at the start of the Hundred Year War, he also did not have much in the way of combat experience due to the pacifistic ways of the Air Nomads. However, upon awakening the war forced him into several battles, and he developed his fighting skills accordingly. However, Jinora is also put in several dangerous situations, but her combat bending never seems to improve. When she is briefly captured by the Dai Li agent I mentioned, she has to be saved by Kai (a novice airbender at the time). Later, she is caught by surprise with a bison rustler's net gun, but when the other airbenders come to rescue them Daw (a novice airbender who is also caught by surprise) manages to evade the net gun. Even in season 4 after Jinora's been anointed a master she is easily caught by spirit vines when in season 2 of ATLA Aang is able to use his airbending to repel spirit vines that attack him in the Swamp.
