Tho lives in the Earth Kingdom's Foggy Swamp Tribe with his friends Due and Huu, as well as the rest of their tribe.
Tho is a simple man who loves living in the swamp. He appears to be one of the smarter members of his tribe and is usually the one telling Due and the others what to do. Like Due, he cares for his tribe and wants what is best for everyone. Tho is a hospitable person and is more than happy to have a few visitors over for dinner.

Tho is one of many swamp folks living in the swamp. While neither of them is all that bright, Tho is less dim. Tho is a Waterbender. His ancestors migrated from the Southern Water Tribe thousands of years ago and founded the Foggy Swamp Tribe. Because of all the water in the swamp, the Waterbenders felt at home and decided to stay. The swamp folks are often considered strange because of what they eat (like possum chicken and giant bugs) and how they talk with funny accents.
While Momo and Appa are separated from Aang, Katara and Sokka, they are being hunted by Tho, who is a little short and chubby, and Due. Aang finds Appa and Momo and stop Tho and Due, who are more than happy to find fellow Waterbenders outside of the Swamp in Aang and Katara.
Tho reappears in "The Day of Black Sun, Part 1: The Invasion." Tho, Due, and Huu helped with the initial land stage of the invasion, but remained behind when they started scaling the volcano. When the eclipse ended, the Fire Nation revealed its airships. The airships proceeded to the beach to destroy the submarines. The three were last seen at the beaches protecting in vain the subs from being destroyed. A bomb blew them down, but they survived. Tho was most likely in a Fire Nation prison with all the other warriors. But at the end of the series he was released along with the rest of the members of the Invasion.
