The Warden is the cruel administrator of a Fire Nation prison rig for Earthbenders in the Earth Kingdom. The rig is near Haru's village, where all the known Earthbenders were taken after the Fire Nation took over. He believes in brutal punishments to subdue rebellion, and constantly abuses the people under his command, both the prisoners and the guards. He loves taunting the prisoners to break their spirits, so they can't fight for their freedom. He threw a guard overboard and allowed him to drown to death when he felt challenged. He looks down on Earthbending as a Bending Art, thinking it savage and barbaric.
[edit] History
When Haru is imprisoned on the rig for Earthbending, Katara fakes Earthbending with the help of Aang, so she can be captured and save him. After finding Haru and meeting his father Tyro, she asks about their escape plan. She is surprised to hear they don't have one, as the Warden succeeded in breaking their spirits. She eventually stirs the prisoners to fight for their freedom, and they attack the Warden and his guards with Earthbending. The Warden was thrown overboard with his guards, with him pleading for mercy because he couldn't swim. At this point, Tyro stated, "It's ok, I hear cowards float". It is probable that he drowned.
