That seems unlikely. I don't think Azula would keep him around in a position of power while she was not in Ba Sing Se. He was probably forced into early retirement, and is living in Ba Sing Se, in a virtual prison in his own house, under constant surveillance of Dai Li agents.Puragus 17:53, 21 May 2008 (UTC)
