From Avatar Wiki, the Avatar: The Last Airbender database

Seagulls are birds that live close to the sea. They are exactly the same as real-life seagulls. They probably live in the same areas as their real-life counterparts too; near ocean coasts. They are first seen in "Nightmares and Daydreams" in the Black Cliffs. These animals seem to be one of the few animals that are not chimeras like Fox Antelopes, Platypus Bears, etc.
