For security's sake, the pirates sell their wares from aboard their ship. Doing so provides privacy for illegal transactions and it's the easiest way for the pirates to stay mobile, just in case they run into trouble with the law. Full of rare, exotic items from around the world that the pirates obtained through "High Risk Trading", the pirate ship boutique is the first stop on any treasure hunter's shopping list.
During the episode "The Waterbending Scroll" the pirates were set up in the Seedy Merchants Pier. This is where Katara stole the Waterbending Scroll in her desperate need to learn Waterbending.
