The Peasant Uprising was a rebellion of peasants in Ba Sing Se. The peasants felt that the Earth King's role was outdated and that he did not represent their interests. After Chin the Conqueror's death, Avatar Kyoshi solved the problem with the creation of the Dai Li.

Due to the 46th Earth King's lack of popularity, Chin was able to launch a campaign to conquer almost all of the Earth Kingdom, leading to civil war in the Earth Kingdom. Chin's armies soon spread all over the earth Kingdom, leaving only Ba Sing Se as the only place the Earth King had true authority in, respectively.[1]
Chin's campaign finally came to a halt, however, when he attempted to succeed fully in it by conquering the peninsula Avatar Kyoshi lived in. She used her amazing powers to separate the peninsula from the main land, directly resulting in Chin falling off a cliff of where the land once was, killing him and liberating the entire kingdom.[1]
In Ba Sing Se, however, the 46th Earth King seemingly did not lead his people well or handle the war properly. The citizens of Ba Sing Se, namely the peasants, were furious at his actions.[2]

The peasants decided that the king's rule was outdated, and that it was time to create a "new government". They swarmed the Upper Ring of Ba Sing Se, destroying priceless artifacts that represented the "old government". The king realized he was unable to handle the revolt, and called Avatar Kyoshi down to Ba Sing Se. He ordered Kyoshi to defeat the peasants any way she could, though Kyoshi promptly refused.[2]
Furious, the king ordered Kyoshi's arrest, though Kyoshi was easily able to defeat his guards. Now angry at the king, Kyoshi ordered him to stand his ground and to listen to her. Helpless, the king complied, and gave in to Kyoshi's request that he represent the peasant's interest, while Kyoshi created a group to protect the city's cultural heritage. [2]
Immediately going to work, Avatar Kyoshi trained a group of male Earthbenders in the art of stealth and silence, a group that would be feared by all: the Dai Li. The uprisings soon ended, and order was finally restored to Ba Sing Se just as it was to the rest of the Earth Kingdom.[2]
[edit] Aftermath
Unlike the Earth Kingdom with Chin the Conqueror's War, Ba Sing Se did not recover with ease. Kyoshi had no idea what the Dai Li would become. They eventually became very corrupt, and abused their powers of fear to maintain all order between the city's citizens.[3] The Dai Li apparently showed major signs of power abuse even before Kyoshi's death, as she told Aang of her regret for training the Dai Li after her death.[2] The Dai Li soon became so corrupt that by the time of the 52nd Earth King, Kuei, they had already launched a conspiracy to silence any citizen from speaking to the king of The War in Ba Sing Se.[3]
The Dai Li finally betrayed their nation in a successful coup orchestrated by the Fire Nation princess Azula, in which they arrested and/or exiled the entire government, and allowed Fire Nation access into the city by destroying the two great walls that protected Ba Sing Se from the Fire Nation for 100 years.[4]
