Pao is the owner of the Pao Family Tea House in the Lower Ring of Ba Sing Se, although it is implied he is not talented at brewing tea. Pao is a courteous man who is protective of his business, and appreciates his employees.

Pao pleads with Quon

When Pao hires Iroh and Zuko, his business begins to prosper because of Iroh's remarkable talent for brewing tea. Everything seems to be going well until Quon comes along. Quon is a higher class citizen who heard about Iroh's tea making. When he comes to offer Iroh his own tea shop in the upper ring, Pao tries everything he can to keep Iroh. Excited, Iroh accepts Quon's offer, much to the distress of Pao.

During the premiere of Book 3: Fire, Pao is seen cowering in his tea shop as thousands of Fire Nation soldiers invade the city unopposed. He is not seen during the remainder of the series.
