This woman is the wife of New Ozai's Governor. She is the mother of Mai and Tom-Tom.
Unlike her daughter, the Governor's Wife does not thrive on intense situations. Instead she prefers to focus on raising her family and enjoying the privileges of her husband's office.

While Mai was growing up, her mother was very strict. She was constantly telling her daughter to behave and consider her father's political career. This, in part, resulted in Mai's gloomy, rebellious personality.
While She, Mai, and Tom-Tom are out for a walk at night, they are saved by Aang. Even though Aang saved them, it seemed as if he tried to kill them. Afraid of the resistance, she calls for the guards to take care of it but he escapes. Later, She and her husband fear that their son was kidnapped, due to his absence. They fear for him and send a letter stating a trade, King Bumi for Tom-Tom. Later that night, Aang returns Tom-Tom and the family is reunited.
It is unknown what became of the Governor's Wife or the rest of her family following the liberation of Omashu at the hands of King Bumi.
