This article is about the governor of the Earth Kingdom state of Yi. For the former governor of New Ozai, see Ukano.

The governor of Yi is the political administrator of the Earth Kingdom state of Yi. Although his state capital had fallen under siege of bandits following the assassination of Earth Queen Hou-Ting, leaving it in ruins and its people hungry, he initially refused to sign control over to Kuvira; when the situation grew desperate, however, he reluctantly agreed to her terms and pledged his loyalty to her.[1]

History[]

When Yi fell under siege of hundreds of bandits, leaving it in a critical situation with its supplies cut off, the governor contacted Tenzin to receive help from the Air Nation.

In 174 AG, Opal and Kai arrived in the governor's city and drove off three bandits attempting to steal food from one of his citizens. He was pleased to see them, though wondered where the rest of the airbenders were. He was shocked to learn that the two teenagers were all Tenzin was able to send as there were hundreds of more bandits threatening to cause Yi to collapse.

Not long after, Kuvira arrived in Yi with her army, prompting the governor to ask what she was doing there. At her request, he went on board her train to have a private conversation. Despite the imminent risk of collapse and Kuvira emphasizing that it was not a question if the state would fall but when, the governor refused to sign Kuvira's offer in which she would receive access to all of Yi's resources, especially its rich ore supply, in return for complete protection. He ordered her to leave his state and angrily left the train after being intimidated by the army commander.

The governor grudgingly submitted to Kuvira to save his people.

After Opal and Kai tried but failed to gather supplies from surrounding villages via the sky, the governor realized his people's situation was hopeless and signed Kuvira's contract, telling Kai to tell her to save his people. When Kai tried to cheer him up by telling him he made the right decision, the governor wondered if he truly ever had a choice. After Kuvira brought supplies of food and mecha suits into the capital, the governor was forced to pledge his loyalty to her if he wanted to keep his position. Though he bowed before the metalbender, he glared at her as he addressed her as the Great Uniter.[1]
