Rari is minor character in the fanon,. While in the story of Anana, he will be a supporting character from mid Book 1 to the end of Book 1.
Not much history is known of Rari, but, the readers get a little review of his importance to Avatar Anana's life story. When Anana is taking Rong Yan throughout her life story, they reach the Tyrant Era of Ba Sing Se.
Much suffering is going on outside the walls of the Ba Sing Se, while inside is a lot less worse. Earth King Yao, is planning on declaring war on another nation, and this time it is the Water Tribes.
Anana was visiting the city to speak with the Earth King about these actions before he decides to actually start the war. When she was abruptly kicked out of the palace by the Earth King.
She had met a man at a nearby tea shop just half a mile from the upper ring walls. The man's name was Rari, and he had the same political views with Anana. He recruited her to his cause, and that was to overthrow the Earth King through the means of protests and rallies.
Eventually, the time came when they had handed out posters and created some enemies within the Ba Sing Se government. But alas, the rallying group had expanded, and the protest was taken to the palace.
Even several guards and Earth Kingdom troops were tired Yao's tyranny, and agreed to dethrone him. After a few months of the process of dethroning the king, the trial came for Earth King Yao.
Earth King Yao's Trial
Yao, was guilty of so many charges, then came the time where Anana had entered the Avatar State from out of nowhere. The people had covered themselves from gusts of wind that surrounded the young Avatar.
Only to look once more and see the Airbender Avatar before her Avatar Kwan Chun. Kwan Chun, had told the Earth Kingdom judge of all the other crimes that Yao had committed, with exact detail. At the end revealing that Yao had deployed troops to target the Air Nomads but not to harm them in any way.
The assault was rather a trap for the past Avatar, the Avatar had also revealed the name of the soldier who executed him. The judge had asked Avatar Kwan Chun for the judgement of the two men.
Kwan Chun answered with, dethroning Yao from power, and putting his son in succession. Yao's punishment was life in prison, and the executioner must also be put into prison for life.
The old feeble man who had done the action a long time ago was there at the trial, and was arrested along with Yao.
The next week, Wang, Yao's only son had risen to power, and had restored what his father had damaged in eight months time. Though he did not create a treaty with the Southern and Northern Water Tribes they had created a pact which was later broken by the Northern Water Tribe.
As for the old prisoner, he had died twelve days later, and Yao had died a few years afterwards.
Rari, was indeed in fact an earthbender but during the chapter ten, there was no known uses for his bending abilities.
Also it is not known, whether Rari was a master in earthbending or average in his skills.
