"Well, if the United Republic is supposed to unite the nations, I think it would be reasonable that the city is ruled by a council, with five represenatives, each from a different nation."
"That's a great idea, Zuko!" Sokka exclaimed.
"Wait a second, five represenatives? There are only three nations left!" said Aang.
"Well," Zuko said. "A represenative from the Earth Kingdom and Fire Nation, and two for the Water Tribe, Northern and Southern."
"Hmm...what about the fifth represenative?"
"The Air Nomad!" Zuko exclaimed.
"Zuko, I respect your decision and all, but I'm the last airbender."
"Sokka, I thought you told him," Zuko said.
"Sorry! I'm a busy man!"
"Told me what?" Aang asked.
"Zuko, Katara, and I have been working on a little project to surprise you!"
"Over the course of the last year, we've gathered a group of people who wish to practice the ways of the Air Nomads. Even if they're not airbenders, they can still represent the monks and all the other people like at an Air Temple."
"We call it the Air Nomad Restoration Movement!"
"Sokka, I know you're the naming guy, but-"
"Yeah, yeah, I get it," Sokka said.
Aang got up out of his seat and said, "So, are we all supposed to live at an Air Temple? Which one? How many people?"
"We also thought of that," Zuko said. "Remember the small island in the bay?"
"With some earthbenders, we can convert that island into sort of a 'mini-air-temple' where you can live with all the Air Nomads!"
"That's...that's actually a great idea!" Aang exclaimed.
"So Aang, are you in?" Sokka asked. Aang nodded with excitement.
"Welcome to the Air Nomad Restoration Movement, Avatar," Zuko said with a smile. He shook Aang's hand.
"But, I don't think it's right we call them Air Nomads...how about something like, Air Acolytes!"
"Perfect," Sokka and Zuko said in unison.
