Book 1: Chaos

Long ago my predecessor, Avatar Korra, stopped Amon and the Equalists. Amon may have died but his cause did not. A large exodus of nonbenders fled to the new country of the People's Democracy. Eventually, the days where benders and nonbenders lived together was nothing but a memory.
The people's democracy thrived and isolated themselves from the bending world. Many citizens believe the old tales of bending and the Avatar to be just that, stories.
Meanwhile, in the bending world, Avatar Korra ruled with an iron fist and kept the peace in the nations until she died peacefully at 115. Then I, Avatar Suki, was born, and I was a failure.
Due to my favoritism to my own nation, the world plunged into chaos. Because of this, the spirits split the Avatar into four people, one from each element, and all of them were born in the People's Democracy. Avatar Korra gave me a world of peace which I made a world of chaos. Now I give these four new Avatars a world of chaos which I hope they will turn into a world of peace.
Rokki and Orora soon set off for their town and neither of them spoke to each other. Orora was mad at Rokki for being so confusing and not wanting to be with her and Rokki didn't want to make things worse. Rokki had decided to try and talk to Orora to see if they can patch things up. "It's a beautiful day today," he said smiling at her.
"Don't say that because next time you see Hana you'll just pretend like the day doesn't exist," Orora said with no emotion at all.
"That doesn't even make sense," Rokki replied confused.
"Now you see my point," she gave a mocking smile then continued to walk.
Rokki was about to speak but they reached the city and Orora rushed to it and Rokki followed quickly behind. "So how are we going to do this?" Rokki asked with no ideas.
"I'm not sure but -" Orora started but was interrupted by a Kyoshi Warrior who wouldn't let them continue walking.
"All children under eighteen must be with an adult. New policy to catch the prisoners. Now where is your adult," the Kyoshi Warrior said sternly.
Orora and Rokki froze and their eyes went wide as they tried to hurry up and think of a plan. They knew they couldn't tell the truth but there wasn't any other option for them. They were stuck. The warrior's face began to grow angry and she reached for handcuffs then an old man came through. "These two children are with me," he said as he out his hand on his gray beard. The warrior nodded and let the three of them pass.
The man was very old and had very nice clothes on, meaning he probably was in politics. Rokki and Orora followed this man to a huge house with a gated yard. The man had the gates opened and once they were in they saw a magnificent garden with a statue of Ty Lee, the first chancellor. "I am Lee, the governor of this province. If you were wondering, this house was built for my great-great-great grandmother Ty Lee to be her home when she was chancellor. It has been in the family ever since," he said as they walked inside the house into a huge dining room. "You must be hungry. I'll get some food prepared," he said and waved his hand and the servants began rushing to the kitchen.
"Thank you for your kindness. Now if I may ask, why did you help us?" Orora asked him curiously.
"I disagree with this new government, and besides, I would love to help the Avatar. It's my job," he told her plainly.
"Avatar? How did you know?" Rokki asked confused.
"Last night, the spirits gave me a vision of the Avatar that was split into four. I knew I'd meet two of them," he replied simply, but Rokki was a bit weary.
"How did you even know about the Avatar? Most people have forgotten," Rokki questioned him.
"Many, but not all. I'm part of an organization called the Order of the White Lotus. We are an international organization, and we've passed down these secrets so they wouldn't be forgotten," he explained as the servants brought out the food.
Orora's face lit up. "That's great! You can call this organization. What is it Order of the Flower? Whatever. They can help us in the rebellion!" she said excitedly.
"Order of the White Lotus. And you're starting a rebellion? Well I can promise some members but some won't be able to get here in time. Maybe a few from the surrounding cities," he replied, taking a sip of his tea.
"We can use all of the help we can get. Now in the meantime, we need to liberate this city to get the citizens on board," Rokki asked hoping for a plan.
"I have a large family who can rally the people. And I will send word to a member of the order to report a sighting of you in a far away village to draw away Lin's forces," Lee suggested.
"Okay great, now summon your family. Rokki, think of a battle plan," Orora ordered and Rokki and Lee started right away.
After a while, Lee's family showed up, which stretched from his children to great-grandchildren with the occasional in-law. His huge family gathered in the dining room and Rokki held up a map of the city. "Now it is imperative you listen so you may pass this on to the other rebels," Orora began. "When the horn blows, everyone stops what they are doing and begins to fight. If it looks like we are going to need to retreat, the horn will blow two times and everyone will retreat here. When the reinforcements from the Order of the White Lotus arrive, the horn will blow three times. Once we've won, the horn will blow four times."
Everyone listened carefully and nodded. "Now tell everyone you can except the Kyoshi Warriors," Rokki ordered and everyone rushed out the door.
On the next day around noon, Rokki, Lee, and Orora stayed up on a hill overlooking the town. They had to wait for the right moment to start this. When about eight warriors went on forest patrol is when they planned to strike. Once they saw the warriors go into the forest, Orora nodded and Lee blew the horn.
Everyone in the town attacked the warriors and were winning the battle. Orora and Rokki ran into town and attacked as well. Together, Rokki and Orora were an unstoppable team. At one point they were surrounded by warriors who were closing in on them. Orora used her air scooter to distract them while Rokki attacked. Eventually, they heard the horn blow three times and saw the reinforcements arrive. Not very long after, the horn blew four times as the Kyoshi Warriors surrendered. The rebels prepared to march on Amon City.
Lin was sitting in her office when her secretary comes in. "Your Excellency, the prisoners were spotted in Seishin-shi," she said in a small voice.
"Deploy three groups of warriors to go get them," Lin replied as the servant bowed and left. "Now I'll finally have those prisoners."
This chapter along with the previous and next chapter are short chapters that are needed with for the story. There isn't much going on but they are important so that is why they are so short.
