Dock/Xu/Bushi is a villager who suffers from dissociative identity disorder (split personality) and lives in the small fishing village of Jang Hui, situated right next to a Fire Nation factory which is polluting the water of the village.

Mainly one person, Dock ferries people across the water and operates the docks, which he says he gets his name from. His other personality, Xu, which he says is his twin brother, operates the village fish mart. He introduces a third personality at the end of the episode, which he says is his brother Bushi. Each of his personalities are distinguished by the hat that he wears. When Aang and his friends are getting ready to clean the lake and ask if Dock would like to help him, he says no thanks but that he will go get his other brother Bushi, who he says loves cleaning rivers. He changes his hat right in front of Aang and his friends; when they tell him that they finally caught him, he becomes confused and says that he has no idea what they are talking about. Finally he seems to catch on and says that his brother Dock is crazy and pretends to be other people. This only infuriates the group more. His mental state is due to drinking the polluted water, likely from mercury poisoning (also known as Mad Hatter's Disease).

- In the episode "The Ember Island Players", Aang is seen wearing the same hat Xu wore as the shopkeeper.
- In the end credits, the name for Dock/Xu/Bushi is just Dock. This could prove that his real name may be Dock.
- The closed captioning uses Shoe instead of Xu.
