Yeah but who doesn't worry about that! I mean people associated to criminals are most of the time seen just as guilty, which is wrong but human nature I guess.

Not really. Just because many people knew of Toph doesn't mean they gave a crap about who her daughters were. They may not ever care to know who they are. Take Lin; nobody ever gushes over the fact that she's Toph's daughter; again, maybe nobody cares. She isn't Toph, and they only want Toph.
It wouldn't really be an urban myth if the nobody really cared about the two people involved. Toph's celebrity isn't passed on to her daughter, much like celebrities in the real world.
What about the media of Republic City, don't you all think that some repoter would have made this story a big deal?!
I think the creators overlooked this part. Anything dealing with Toph (especially something negative and "gossip worthy") would be front-page news. Like you, I also question why didn't this become urban legend.
However, it didn't or it doesn't seem like it did. That's I think Toph's celebrity didn't pass on to Su and Lin. Besides Bolin, nobody seems to care that these are Toph's daughters. By the way, Bolin seems to be the only one who gets starstruck (like when metting Zuko).
I think:
because Toph didn't spend that much time with them as she was busy with her job, nobody saw them together out in public and made the connection that they were Toph's daughters at the time. Basically, nobody knew those were her daughters or that she even had children.
or....
Nobody cares even though they are of the prominent Beifong family, and daughters of Toph, world famous earthbender and one who helped significantly to end the 100-year war.
or...
New generation that doesn't know much about "famous people of yesteryear."
Also, think about the fact that, now, everybody knows that Lin is a Beifong and Toph's daughter as opposed to then. Nothing she does gets that much attention.
